Sheff Wed Deals with Major Issues, States Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's persistent issues represent a a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, voiced concern towards supporters of the Owls.

Kogan met with four supporters' associations representing the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on five separate occasions, including in last month.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met fan representatives.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and addressed."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the current owner stated during the off-season he would be willing to sell up at the stadium, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the league officials in summer, preventing the club from carrying out any player acquisitions for the following recruitment periods, although that restriction was lifted in August.

Official's Viewpoint

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the regulator could force an proprietor to divest a club if they are judged inappropriate, the regulator answered: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an particular organization, an particular chairman, without being able to work with that proprietor to address the challenges confronting the team and the owner's facing," the regulator explained.

"However, realistically, when you look back over the history of the game, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to explain the responsibilities of the authority recently and insisted it was a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the remarkable development accomplished necessary will vanish swiftly," Kogan said.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Considerable investment coming into football and has been invested for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the prosperity and expansion as an economic entity of the elite league.

"As someone who appreciates the concern of undermining the division as a high-quality offering of this country. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the political party in recent years.

The chairman provided financial support for government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any type of partisan engagement."
