Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from different nations. Significant resources is allocated on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability enabled by current data. From witness perspectives, military aircraft that had been scrambled to engage hostile cruise missiles flew past – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, endure.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unrealistic to compel Moscow to abandon the areas that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
